Can a canned response contain images or attachments?

Yes. Write the response in the rich text editor with formatting and inline images, and add file attachments the same way as in a reply. When a User inserts the response, its images and attachments come along and are sent with the reply. The response replaces the whole reply, attachments included, so add your own files after inserting it.
