Why are the AI steps in the Setup Guide locked?

The last two steps, AI chat-widget and AI auto-replies, answer your customers using only your approved public FAQ, so they unlock once your FAQ reaches 100 approved Q&As. While locked they show "Unlocks at 100 approved Q&As" with a progress meter (for example "46 of 100 approved Q&As") and a "Build your FAQ to unlock" button that takes you to your FAQ. You can get there faster by approving suggested Q&As, adding entries manually, or uploading up to 1,000 Q&As from a spreadsheet. Once the threshold is reached, the steps show "Unlocked. Set it up".
